Step to reproduce:

• Add Announcements portlet to page
• Click Manage Entries
• Select General for Distribution Scope
• Add 6 Entries and Save
• Go to Configuration for Announcements portlet
• Set "5" for Maximum Items to Display > Save
• Click Manage Entries
• Select General for Distribution Scope
• Change "20 Items per Page" to "5"

Acutal Result:
The requested resource could not be found.
