[BUG] Process Step filter doesn't work when instances have parallel tasks in pending status

Current issue: Process Step filter doesn't work when instances have parallel tasks in pending status

Steps to reproduce:

1. Create a new workflow process based on the process attached (workflow_process.xml)
2. Associate this process with Blogs Entry
3. Create 1 blog entry
4. Go to CP > Metrics > new workflow process > Click on the Pending Items number
5. Select the blog instance and open the bulk reassign modal
6. Filter the entries by "Board Member Review 1"

Actual result: The values are not being filtered

Expected result: The values should be correctly filtered.
