When all items are selected to be reassigned in a filtered All Items page, the bulk modal is not considering the filter results

Current issue: When all items are selected to be reassigned in a filtered All Items page, the bulk modal is not considering the filter result

Steps to reproduce:

1. Associate Single approver with blogs entry
2. Create 10 blog entries 
3. Assign 2 blog entries to yourself and reject the task
4. Go to CP > Metrics > Single Approver > Click on the Pending Items number
5. Filter the results by Update process step
6. Select both blog entries and open the bulk reassign modal

Actual result: All items are being returned in the bulk modal

Expected result: Only the Update tasks should be seen in the bulk modal
