When Changing Language on Basic Configuration on Initial Startup, some elements remain in the original language

      Description

      Steps to reproduce:

      1. Start Portal
      2. Change from startup language to any language listed

      Expected Result:

      All Elements on the page should change to the chosen language.

      Actual Result:

      Some elements, namely the top header and the Choose Database section, remain in the original language.

      Reproduced on:

      Tomcat 9.0.17 + MySQL 5.7
