Changing order of child pages stops working under slow network connection

Steps to reproduce:

1. Start Liferay
2. Add a page
3. Switch the network speed to Slow 3G
4. Drag and drop the home page
5. While the server is still processing the drag request, begin dragging the page you created

Expected behavior is that there are no issues. Actual behavior is that once the server finishes processing the server request and the UI refreshes, all drag and drop stops working.
