Floating toolbar and topper z-indexes are not correct

      Description

      1) Create a content page

      2) Add several elements to the page for it to have scroll

      3) Select an item and scroll until that item reaches management toolbar (the one with language selector and publish/discard buttons)

       

      Expected result: The topper change its position when reaching the toolbar and it's shown under the toolbar

      Actual result: The topper change its position when reaching the toolbar, but as the z-index is not correct, it's shown over the toolbar (the same for floating toolbar)
