Description

Fieldsets tab should not be available on the Form View Fields sidebar while it is not implemented on App Builder

Steps to Reproduce

1. Go to Control Panel > App Builder > Custom Objects > Add a Custom Object;
2. Add a Form View;

Expected Result

Fieldsets is not available on the Form View Fields sidebar while it is not implemented on App Builder

Actual Result

Fieldsets tab should not be available on the Form View Fields sidebar while it is not implemented on App Builder
