Contentless fragments

A use case we have come across while use fragments has been the need for certain fragments that have now visible content on the page. Examples of these have been a fragment to link to a specific section of the page, custom dividers, and some special html blocks that may not be visible all the time.

For cases like this we need a way for an editor to still find and configure the fragment on the page. They can go to the sidebar and use the page fragment tree, but that is often missed, and people don't even know to look there since they don't see the fragment.

Do you have any ideas of how we could solve this?
