Current issue: Filter options when the user selects Last Year in the Completion Velocity card are wrong

Steps to reproduce:

1. Go to CP > Metrics > Single Approver > Performance
2. Under the Completion Velocity card, select the option Last Year and click on the velocity unit filter

Actual result: The options are Inst/month and Inst/year

Expected result: The options should be Inst/Week and Inst/Month
