Asset tags/categories jsp-based taglibs were improperly deprecated

      Description

      LPS-90509 deprecated the old asset tags/categories taglibs, in favor of some new soy-based ones. The problem is that, while the .java files were deprecated, the JSP files they reference were deleted so the deprecated tags are now completely broken.

      The old JSP-based taglibs should still function – they were deprecated, not removed.

      This problem cropped up for Commerce, which is compiled on 7.1 but also runs on 7.2.
