Issue
Multiple HTML elements have the same id of "content" in Web Content Editor.

Steps to Reproduce

1. Go to Web Content
2. Click the + icon and select Basic Web Content
3. On the Web Content Edit screen right click the page, and click View Source (in your browser)

Actual Behavior
Multiple HTML elements have the same id of "content" in Web Content Editor. For example, press the hotkey for find (command + f or ctrl + f) then search for id="content".

Expected Behavior
HTML element ids are unique.
