Only remove one scope by clicking remove permission button

Steps to reproduce:

1. Go to User > Roles > Add new reg role
2. Define Permissions
3. Go to Site Admin > Content & Data > Documents and Media or any app that libraries are applicable to
4. Click the Change button to select some sites
5. Click save
6. On the permission summary page, click Remove button

Actual Result:
Only can remove one site at a time, but the confirmation message says: Are you sure you want to remove this permission?
And unable to choose which site to remove.
