As a Content Author I want to have web content title mandatory so that I dont forget to mention a title

      Description

      It has been reported by several customers that they use to have Web Content Titles mandatory in versions 7.0, 7.1 and perceive it as a bug to thatcher  in 7.3 the behaviour is not the same. The idea with this story is to fix that for 7.3 and back port it in the 7.2 as well.
