Browser: IE11

Steps to Reproduce:

1. Navigate to Content & Data > Web Content
2. Click on + > Basic Web Content

Expected Result:
UI is intact, including sidebar padding.

Actual Result:
Sidebar padding disappears but the other elements are visible. See attached screenshot.
