Reproduction Steps:

1. Add A blog with text
2. add an image to the blog
3. add a link (e.g. www.liferay.com)
4. Try clicking out and in the image...

Expected Result, the Image toolbar should appear.

Actual Result:

only the resizable corners show.

Reproducible on:

Tomcat 9.0.17 + HSQL
