Alloy Editor Toolbar gets covered by Product Menu

Steps to Reproduce:
1. Product Menu > Content & Data > Web Content
2. Create a Basic Web Content
3. Insert an Image
4. Click the Alloy "Link" or "Alt"

Expected Results:
Alloy toolbar can be seen and aligns differently if the Product Menu is open

Actual Results:
A long Alloy Editor toolbar gets covered by the Product Menu.

Work Around:
User can close the menu to see the toolbar.
