LPS-100797 introduced a breaking change in liferay-ddm:html taglib, which is making documents & media fields define an incorrect list of available locales.
This list is now restricted to the locales defined for the corresponding DM file entry type and now differs from the WC section behaviour.
Steps to reproduce:

- Create a new site with the default list of locales available.
- Add a new Document Type, called 'Text-localized-doctype' and add a localizable Text field. Do not add any translations, just the default one (US English).
- Add a new 'Text-localized-doctype' document.
- Check the the Text field translations drop down list.
Current result: only US English is available.
Expected result: all site's available locales are listed.
