Can not redirect to the comment via notifications

Steps to reproduce:

1. Login as Test Test
2. Add a new site with a content page
3. Add a fragment with a comment
4. Create a user, give him the Administrator Role, and assign him to the new site
5. Login as the new user
6. Go to the added content page then edit it
7. Reply the comment that added by Test Test
8. Login as Test Test
9. Try to access the comment by clicking the notifications

Expected Result:
The notification directs the User to view the replied comment.

Actual Result:
Can not redirect to the replied comment.
