Sites don't contain those changes that are made to a site template when some changes are already being propagated

Reproduction steps:

1. Create a site template with 15 pages
2. Add a lots of portlets to all the pages (30+)
3. Create 10 sites from the site template
4. Open all the created sites
5. Add 5 portlets to the home page of the site template
6. Refresh all the sites at the same time
7. Remove the previously added portlets from the site template while the changes are being propagated

Actual behavior: Some of the portlets are added to some of the sites

Expected behavior: Even if the sites don't contain all the changes that were made to the site template while the changes were already being propagated, after another refresh the changes should be propagated so that the sites would be connected to the latest version of the site template
