User is able to assign tasks that are assigned to other people

Current issue: User is able to assign tasks that are assigned to other people 

Steps to reproduce:

1. Go to Process Builder and create a new workflow process based on the attached workflow file
2. Create a new user (user1)
3. Assign the Board Member role to yourself and the new user
4. Associate the workflow process with blogs entry
5. Create a blog entry
6. Assign the Board Member 1 task to user1
7. Go to CP > Workflow > Metrics > workflow process > and click on the Pending items number
8. Select the blog entry and click to Reassign the tasks
9. Select all tasks, including the Board Member 1 task
10. Assign the tasks t yourself

Actual result: The user is able to assign the task Board Member 1, even when the task is assigned to another user.

Expected result: Only the tasks Unassigned or Assigned to the current user should have this permission
