Description
When a web content article with links to documents on the bundle is published the linked documents are also published. This occurs despite the linked documents not being changed or updated between publications. Additionally these documents do not appear when "From Last Publish Date" is selected.
Steps to reproduce
1. Start Liferay
2. Upload two images to the Documents and Media page
3. Create a Web Content article and link the two images using their uuid URL in two separate pieces of text
4. Place the article onto a page using the Web Content Display portlet
5. Set up Local Live staging and ensure that all assets are published over
6. Perform a baseline publication after the initial publication is complete
7. Confirm the contents that were published in the Summary tab. Ex: 2 documents, 1 web content
8. Go to Control Panel - Publishing - Staging
9. In the upper right ellipse menu click on Publish Templates
10. Add a new Publish Template
- Under Content - Web Content click on Change
- Change Referenced Content Behavior from Include Always to Include If Modified
11. Save the Publish Template
12. Perform a new publication using the new Publish Template

Expected Result: The linked documents won't be published unless they are changed
Actual Result: The linked documents are published despite being unchanged
