Can't drop an item as row's sibling

1) Create a content page

2) Add a row to the page

3) Add a fragment (for example, a button) to each of row's columns

4) Try to drop another fragment over the row (as row's sibling)

 

Expected: Drop is allowed and user can drop the fragment as row's sibling

Actual: Drop is not allowed and it's impossible to drop the fragment as row's sibling
