Steps to reproduce:

1. Add a Custom Filter and Sort widget to search page
2. Configure search to 'Allow Empty Searches' on Search Options widget
3. Perform a search with an empty string

 Actual Result: Custom Filter and Sort widget remain invisible, even when search results are shown.

 Expected Result: Custom Filter and Sort widget should be visible.
