[BUG] The imported content page template has Draft label

Step to reproduce:

1. Import the attached content page template zip file:
   • Site Admin > Site Builder > Pages Templates > Pages Templates tab
2. Add a new collection
3. Click the ellipsis button beside Collections > Import
4. View success message

Expected Results:
The imported content page template should have Approved label.

Actual Results:
The imported content page template has Draft label. Additionally, when click the ellipsis button of it, the Export action is enabled. They are inconsistent.

Tomcat 9.0.17 + MySQL 5.7. Portal master GIT ID: 5424b300cd2d393e8a9d047b41c26cfb7c68bf2e.
