Allow administrator to utilize custom functions in the form and rule builder UI

      Description

      We currently have the ability to create custom modules with custom functions that can be utilized in the Forms framework. The functions that shows up in the rule builder only displays the functions that are hardcoded into both the javascript component and the java backend.

      I would like to have the ability to be able to create a new OSGi component for a form rule and then be able to select that in the form builder when building my form in the form portlet.

      For a clearer idea of where in the rule builder this would be, please see the following screenshot.

      The functions are also being created in backend in this way, but in a custom module.
