Step to reproduce:

1. Add a new content page
2. Publish the content page
3. Add a new user
4. Add a new site role with the following permission:
   • Pages: Access in Site Administration
   • Pages: View
   • Pages > Page: Update
   • Pages > Page: Update Page Content
   • Pages > Page: View
   • Pages > model.resource.com.liferay.layout.seo: View
   • Settings > Site: View Site Administration Menu
5. Enable Single Approver for Content Page in default site:
   • Site Admin > Configuration > Workflow
6. Impersonate the new user
7. Navigate to Pages Admin
8. Edit the content page
9. Click Submit for Publication
10. Assert the content page has a Pending label
11. Back to Test Test user
12. Approve the request:
13. Navigate to Pages Admin

Expected Results:
The content page item should have the Approved label.
Actual Results:
The content page item has the Draft and Pending label.
