Current issue: "Duplicate entry" exception can be seen when publishing a workflow process draft that was populated in a previous Liferay version

This issue can be seen on CI when executing the tests:

Steps to reproduce:

1. Use one the databases attached with latest master portal
2. Go to CP > Workflow > Process Builder and try to publish "New Workflow Definition Draft"

NOTE: Please check the logs from the links above to check the exceptions for each DB version.
