Steps to Reproduce:

1. Access to portal on IE browser.
2. Navigate to Web Content portlet through product menu sidebar.
3. Zoom in and Zoom out IE.

Expected Results:
In Web Content portlet, the control menu should always be centered.

Actual Results:
Control Menu is NOT centered.
