Allow for domain hosts instead ips in portal.properties

It could be useful allow to define hosts via hostname instead of ip addresses in portal.properties.

In some properties, it is possible to do it, for example for definining redirect URLS (redirect.url.ips.allowed,redirect.url.domains.allowed)

But there are several properties that only could be configured via IP addresses:
