JavaScript Loader Log Level options are not translated to Japanese

Steps to Reproduce:

1. Navigate to Control Panel > Configuration > System Settings > Infrastructure
2. Click on JavaScript Loader
3. Add "/ja " after localhost:8080 to translate portal to Japanese
4. Click on Log Level drop down
5. Observe drop down options

Expected Result

• All options for Log Level should be translated to Japanese.

Actual Result:

• Only Choose an Option is translated.
