Can not change the format if you don't enter the wiki title

Reproduction steps:

1. Go to Wiki
2. Don't type the wiki title
3. Expand the Configuration panel to change the format to HTML
4. Click OK for the confirm dialog
5. Assert the format changes to HTML

Actual Results: Can not change the format if you don't enter the wiki title, if you type the wiki title and change the format, then it works as expected.
