Steps to Reproduce:

1. Navigate to Control Panel > Configuration > System Settings > Template Engines
2. Click on Velocity Engine
3. Add "/ja " after localhost:8080 to translate portal to Japanese
4. Observe Velocity Macro

Expected Result

• Velocity should be translated in Japanese

Actual Result:

• Velocity is not translated in Japanese
