Intro/Context:

The goal of this Epic is to introduce the concept of Global Applications and a menu to access them. A global application is an application which does not belong within a site, but which could be accessed by personas who are not necessarily administrators.

 Depends on Story/Task:

• LPS-112470 - Update Clay NavigationBar Tag to JSP+React 
  • This should be a pre-requisite so we don’t have to reimplement it once we migrate and we can validate this holistically.
