The Control Panel applications were all included in a specific section of the right product menu, along with the administration applications for the current site. With the introduction of the Global Apps menu, this becomes a better location for the Control Panel applications so that all applications that are independent of the current site are placed together.
With this change, the left product menu only provides access to the site administration applications and thus is only needed while visiting a site. This simplifies the UI and provides more screen real state for all the global and control panel applications.
When the user is in a global application or a control panel application, the way to go "back" to a site is using the Global Apps menu which will display a list of recently visited site and also offers a link to open a site selector which lists all sites that the user belongs to (this site selector was previously available in the product menu)
Acceptance Criteria
Given An administrator user logs in
When The user clicks the Global apps menu
Then A tab called "Control Panel" is shown within the menu containing all control panel applications grouped in categories

When the user visits a site
Then In the upper left corner, within the control menu, the user can see and click the product menu icon which contains the site administration applications
Given An administrator user logs in
When the user goes to a Global application or a Control Panel application
Then In the upper left corner there should not be product menu icon
