LPS-93031 is a real use case that customers have run into, so we'll add coverage for it.

After further testing, the reproduction steps can be simplified to be:

1. Add a new user
2. As the new user, add an image to DM admin
3. Delete that user
4. Upgrade to a higher Liferay version
5. Navigate to DM admin
6. View document and assert blank UI and console errors appear

Though the original issue was reproduced in 6.1/6.2, this bug exists on any version prior to 7.1 CE GA4. As Liferay 6.2 is on extended premium support and 7.0's EOSL is coming up, we will automate this using 7.1 DXP as the baseline.
