Repeated fields are shown blank in web content if default language and user's language are different from structure's default language

      Reproducing Steps

      1. Go to Control Panel > Configuration > System Settings > Web Content > SYSTEM SCOPE > Administration and enable Changeable Default Language
      2. Create a new structure with a Select field. Make this field repeatable.
      3. Start creating a new web content for the previous structure, but make sure to add a locale in the url, for example "/es". (Alternatively, change the default language for the user to one other than English (US).)
      4. On the Basic Information section change Default Language to another language, for example French (FR) (this content default language can be different from the user's or not.)
      5. Click on the plus ("+") icon to repeat the selection field.
        Expected: The field is correctly repeated: the field has a title and a list of visible options.
        Observed: The field is not correctly repeated: the field has not title and options in the list have no name.

      Note: Not reproducible in either 7.1.x or 7.0.x.
