DDL's related data definition will be imported to the live site if Staging is activated but DDL is not staged

Steps to reproduce:

1. Go to Control Panel > Content > Dynamic Data List
2. Create a Dynamic Data List
3. Add a Dynamic Data Definition to the List, choose any field (eg. Color)
4. Select the newly created Data Definition
5. Click on the 3 dot at the top right corner > Export / Import
6. Export the Dynamic Data list and download the created .lar file
7. Create a new site, eg. SiteA
8. Enable staging for SiteA without any changes (DDL is not staged)
9. Go to Control Panel > Content > Dynamic Data List
10. Click on the 3 dot at the top right corner > Export / Import
11. Select the Import tab, drop the previously created .lar file and import it
12. Click on the 3 dot at the top right corner > Manage Data Definitions

Expected result: the Dynamic Data Definition from the previous site be visible

Actual result: the Dynamic Data Definition from the previous site is not visible

Cause: the Dynamic Data Definition is imported to SiteA (live site) and not SiteA-staging.
