Front end need the interactions and transtions to understand how the menu opens, closes, and what happens with the interactions for the user menu.

Acceptance Criteria
Implement the new interaction and transitions:

• Modal-like, with overlay above everything
• No additional movement
• Clicking outside the dropdown or on the X button closes the dropdown
