      Steps to Reproduce:

      1. On IE11
      2. Navigate to CP > Blogs > Add Blogs admin

      Expected Result:
      Help text renders for Title and Subtitle form fields

      Actual Result:
      Help text does not display for Title and Subtitle form fields

      Reproduced on:
      Tomcat 9.0.33 + MySQL 5.7
