Staging feature requests to help reduce performance issues

      Description

      Currently, the Staging feature has consistent performance issues when users publish large amounts of data in one publish. This can happen frequently if the site is very large or has a large document library.

      The following features would help to reduce the risk of a slow publish:
      1) Have a 'size detector' on the back end that calculates the total size of the publish and warns the user if it exceeds a threshold.
      2) Have a tooltip in the staging screen that reminds the user to publish small batches to avoid slow publishes.
      3) Have a staging test feature. When initially configuring staging, users would be prompted to upload a test file, the server would then do a 'mock publish' to give a baseline for how fast the network is, and from that give a general idea of how fast publishes will be. This is to set proper expectations with users.
