The count of the rating counter can not be increased above 1

Steps to reproduce:

1. Add a new user with the Administrator regular role
2. Add a widget page and add blogs portlet to this page
3. Add a blog entry
4. Vote "Thumbs Up" for this blog
5. Logout current user and login the new  user
6. Go to the widget page
7. Vote "Thumbs Up" for the blog

Expected Result:
The "Thumbs Up" count will display "2"

Actual Result:
The count can not be increased
