Steps to Reproduce

1. Add a new user, user1
2. And a new regular role with View Control Panel Menu in General Permissions
3. Add user1 as its assignee
4. Impersonate/Login as user1
5. Click the Global Menu

Actual Result
Control Panel tab not displays.

Expected Result
Control Panel tab displays.
