The goal of this Story is to make it optional to introduce the new Global Apps Menu so that users used to navigating Liferay through the product menu are not forced to learn a new way when upgrading to 7.3 and can choose when it's the best momento to do the switch.
When the global apps menu is disabled, both the control panel applications and the global applications will be shown in the product menu. This implies that there will be a new top level category called "Applications" in the product menu which will contain all the global applications.
One additional consequence of the setting is in the visibility of the product menu icon in the upper left corner. When the global app menu is enabled, the product menu icon is not needed from global applications or control panel applications, but it if it's disable then it is needed. As part of this story, an analysis needs to be made of similar aspects that need to be solved to ensure both options are complete and usable.
