New languages can't be added with site custom default language setted

      Description

      Summary:
      Once the option "Define a custom default language and additional available languages for this site" is checked and saved on Site settings, yon cannot add new languages added on Instance settings level.

      Steps to reproduce:

      1. Go to Instance settings -> Miscellaneous -> Available languages: Move two languages to current: Spanish (Spain), English (United States)
      2. Click Save
      3. Add a site Site_1
      4. Go to Site_1 settings -> Languages: You can see available languages: Spanish (Spain), English (United States)
      5. Click Save (Use the default language options is checked)
      6. Check "Define a custom default language and additional available languages for this site" to see Current and Available languages but don't save.
      7. Go to Instance settings -> Miscellaneous -> Available languages: Move another language to current: Portuguese (Brazil)
      8. Click Save
      9. Go to Site_1 settings -> Languages: You can see available languages: Spanish (Spain), English (United States), Portuguese (Brazil) ("Use the default language options" is checked)
      10. Check "Define a custom default language and additional available languages for this site" to see Current and Available languages.

      Current behavior: You can't see Portuguese (Brazil) in current or available languages.
      Expected behavior: You can see Portuguese (Brazil) in current languages.

      Workaround: If you check "Use the default language options" and save, languages defined on Instance settings as current, are copied to site languages. The problem is you lose your specific site language configuration and you have to set it again.
