The Expired version becomes Approved after recover the Web Content Article entry

Step to reproduce:

1. Add a Web Content Article entry and publish
2. Edit it again then publish
3. Click ellipsis button of WC > View History
4. Check the first version then expire
5. Back to Web Content admin
6. Remove the WC to Recycle Bin
7. Recover the WC from Recycle Bin
8. Navigate to Web Content admin
9. Click ellipsis button of WC > View History

Expected Results:
The first version should be expired.

Actual Results:
The first version is Approved.
