Steps to reproduce:

1. Add two new sites named Site1 and Sites2
2. *Go to global site or add a new asset library *
3. Go to Web Content
4. Add a new web content
5. Go to Site1
6. Add a new segment with the rule: URL contains '8080', or other common conditions
7. Add a manual collection: Add this segment as personalized variations to the collection and select the added web content
8. Add an asset publishers widget on the Site1
9. Apply the segment to the Asset Publishers
10. Assert the web content displays
11. Add an asset publishers widget on the Site2
12. Apply the segment to the Asset Publishers
13. Assert the web content displays

Expected results:
The web content displays on both sites.
Actual results:
The web content displays on Site1, but nothing displays on Site2.
