7.3 GA3 - As a portal admin I don't want site admins to have easy access to build page templates or fragments

The changes to the product menu are a little worrying from a portal admin perspective. The elevation of templates into the site builder puts a lot of awareness of these features in-front of site admins.

However site admins are the least likely people to be able to write content templates. As a portal admin I would like to see these features relegated back down to somewhere less dangerous like the "Publishing" or "Configuration" menu. It's also very jarring for portal admins upgrading from 70 to 7.3 because we don't know these features to be "site related". Widget templates for example (ADT's) in 7.0 were under configuration. Which was far enough away from site admins to be safe. When I do build templates as a portal admin, I'm not doing it from the context of building a site, my templates are built in the global scope for all sites to use, so having them in Configuration or Publishing makes much more sense contextually.

I feel that these items in the site builder will cause support issues for my team. I have 20 years experience of writing web code and I struggle to put a decent template together so having a site admin either ask me what templates are or how to write templates ... life is too short. I can't imagine any of our site admins being able to write a fragment. Can we take these toys away from site admins please?

If these toys were kept as portal admin toys perhaps the constant degrading of template functionality due to security risks would be of less concern?

The likelihood of site admins needing to build templates and fragments is extremely remote. Perhaps a "Portal Builder" would be a better product menu navigation category?
