Tooltip date/time is inconsistent between List, Table, Card views

The tooltip shows the date and time when hovering over Create Date column in the Table display style of the Blogs portlet, but does not show that when in the default Card display style.

It would be helpful to have consistency in displaying time information in the portal. I think older versions of Liferay displayed the relative date and provided the date time information on hover, and, I wanted to reach out here to check whether that hover interaction to get date time is what you guys think is in line with the design or if the date time information needs to be retrieved some other way
