Missing Look and Feel Menu in Content Pages > Can't change text color when background color is dark

When using alloy editor there are no options to change the text color of web content. When using this web content on a content page it is not possible to change the text color to white when the background color of the section has been changed to a darker color.

This is because Look and Feel options for the web content display widget are missing from Content pages.

Look and Feel options present for widgets in content pages, option to have text visible on dark background.

Actual
Look and feel functionality is still missing from content pages even in 7.3. Text goes invisible when background color is the same as text color, options to change text color are missing (on purpose and by design, please fix this, let's fix Liferay) Will this be fixed by 7.4?
