Performing pagination on forms doesn't affect scroll position

      Description

      Steps to reproduce:

      1. Go to Content & Data > Forms and click to add a new form;
      2. Put 5+ fields of any kind on the first page (you can duplicate for easy reproduction);
      3. Add a new page and put, again, 5+ fields;
      4. Publish the form;
      5. Click on the form's URL to enter its first page;
      6. Go to the next page.

      Expected result:
      The user is taken to the top of the second page.

      Actual result:
      The second page is loaded, but the user stays at the bottom of page, where the pagination buttons reside.
